Navigating Admissions: The International Student Pathway


The gateway to UC Berkeley is exceptionally competitive, particularly for out-of-state and international applicants, as the university is mandated by the state to prioritize California residents

The step-by-step admission process requires: 


1. Eligibility & Preparation: Applicants must apply using the proprietary University of California (UC) Application, rather than the Common App. Students must choose their specific college (e.g., College of Letters and Science, College of Engineering) at the time of application. 

2. Academic Excellence: Undergraduates need absolute top-tier academic credentials. Admitted international students typically present flawless transcripts with the highest rigor available in their national systems (e.g., straight A*s at A-Level, 40-42+ IB Diploma). 

3. Language Competence: English fluency is strictly required. International students must demonstrate proficiency with a minimum TOEFL iBT score of 100, an IELTS score of 6.5+ (though 7.0+ is highly recommended), or a Duolingo English Test score of 120+. 

4. Test-Blind Policy: The entire UC system is completely Test-Blind. UC Berkeley will not consider SAT or ACT scores for admission decisions or scholarship awarding, even if submitted. Admissions are based entirely on GPA, curriculum rigor, and the Personal Insight Questions (PIQs). 

5. The PIQs (Essays) & Holistic Review: Instead of standard essays, applicants must answer four out of eight short-answer "Personal Insight Questions." Berkeley heavily values leadership, community impact, intellectual vitality, and overcoming adversity. UC Berkeley does not conduct admission interviews.

While in-state California residents receive heavily subsidized tuition, international students must pay Supplemental Nonresident Tuition, making the cost comparable to private Ivy League institutions. For the upcoming academic year, standard undergraduate tuition and mandatory fees for non-residents (including international students) sit at approximately $52,000 to $55,000. 

Beyond tuition, an international student living in the San Francisco Bay Area should prepare for an estimated total cost of attendance approaching $76,000 to $85,000.

● On-Campus / Off-Campus Housing: ~$14,000 to $18,000/year (Housing in Berkeley and the wider Bay Area is notoriously expensive, and securing on-campus housing after freshman year is highly competitive).

Funding the Future: 


Scholarship Opportunities: 

The financial aid landscape at UC Berkeley for international students is extremely restrictive, representing a major hurdle for applicants from abroad. 

● No Institutional Need-Based Aid: By state law, UC Berkeley does not provide any need-based financial aid or institutional scholarships to international undergraduate students. International applicants must prove they have the personal or private financial means to cover the entire cost of attendance (approximately $80,000 per year) before a visa will be issued. 

● Highly Limited Merit Scholarships: There are virtually no university-funded merit scholarships for international undergraduates. Students are expected to seek external funding, government sponsorships from their home countries, or private loans. 

● Graduate Funding: The situation is entirely different for Ph.D. students. Most international Ph.D. candidates at UC Berkeley are fully funded through Graduate Student Instructorships (GSIs), Graduate Student Researcher (GSR) positions, or fellowships, which cover tuition and provide a living stipend.
